Explicit white-listing Or contact-list should have higher precedence than black-listing
There are instances where a mail domain is a frontend for many hosted domains EX: @ap-south-1.amazonses.com, where the envelope-sender is the blacklisted-domain (by Admin) sending mails with header "From" for some-hosted domain.
In such cases the blacklisted-domain cannot be removed from the BL but the hosted domain can be whitelisted, thus finetuning the selection.
Currently the BL has higher precedence but if whitelist has a higher precendence then one can finetune the behaviour & block most of the spams while still being able to allow whitelisted-domains' mails going to Inboxes.
The same should be allowed for Contact-List of the user which should have the higher precedence thus allowing the users themselves to allow some mails to Inbox, without informing the administrator.
This has a benefit that if the user account is removed then the fallback would be BL without maintaning the lists continuously by admin.
