set a quota at domain admin.
to prevent the storage, give a total quota to the domain.
when admin add more quota to the users, it can't be more than domain quota total.

This feature would enable MSPs (or anyone else) who want to impose and/or charge for domain storage space and doesn't want to charge (only) per account storage.
